Cakephp And API Programmer

I need a programmer skilled in Cakephp and working with API. I have had a custom built cakephp based web portal that I use to manage my inventory. I ship using [login to view URL] and I have it so that when I items ship from there, there is a program that recognizes the shipment and updates my portal correctly in real time. Over time I have used a programmer to help me add improvements to my portal, and additional features I have needed. But I need more help now, as the programmer I have used is so busy now he cannot help me quickly enough. When I need help I need it within a day or two of asking, otherwise my business becomes affected. I will give ongoing tasks to the right programmer as I need them. Most of the work has already been done, I just need someone to give me the fixes and support when I need them and to add additional features I need added. If you send links I will ignore your bid. 1. A strong knowledge to manage my cakephp portal 2. The ability to manage and improve my mysql database 3. The ability to write code to adapt the shipstation API to my portal 4. To fix the portal code when shipstation changes their API (I need help with this one immediately as it is not fully working) 5. To be able to provide help needed within a day or two of the request (down time of my portal features affects my business) 6. This $100 project is for the programmer to properly update the problem in the portal where the [login to view URL] API may have changed, as for several days now my inventory has NOT been updating when we have been shipping. So it is a problem now. Or maybe there is another reason why it isn't updating. But that is this $100 project. But I will need the programmer on additional future tasks as well, this is just the first one. Additional tasks I will request directly to the programmer as needed at a piece rate I will offer. NOTE: I need a point by point response from you how you can help me with EACH of these items.
