Hi there, Matt Sergei here (do call me Matt, please) and what you would like is possible yet ... Club Penguin and similar web portals were made with larger teams of game developers and years of making and enhancing all portal parts (features, not just new mini games etc). So you would have to be more specific what do you need - for a start (and this budget) only few mini games, free playing, donation (subscribers) playing with more - game - options etc. Now I'm a webmaster and IT developer for 26 years, scripting multimedia for little less years too. Not a graphic designer per yet I script (animate) multimedia objects well. Anyway - this should give you proper direction. Have in mind that all will have to be supported as well so some kind of percentage sharing for the development&support person/team could also be a good long-term option.
