Unity3D need help with car rig

The task is quite simple. I just need a couple of things: 1.) I need the steering wheel to rotate (local z axis) relative to one of the front tires. It's just a standard wheel collider. 2.) A speedometer mechanic where I can give it a value (0 - 200mph) and would also rotate on local z axis. I have a basic rig of the car attached.
