This should be a simple project for anybody who knows what they are doing.
The changes required are for our Joomla 1.5 site here:

There are a few fixes that we need to make to the site.
1. Put a page that asks users to turn on their cookies and add a button that users can click on to turn the cookies on on their web browser.

After user has clicked on the button, they should be able to view the page above without any problem. Right now, this page won't work if user's cookies are disabled.
2. [login to view URL];option=com_virtuemart&Itemid=54&redirected=1&Itemid=54
For this page, I can't seem to find the right HTML file I need to go and edit this page. I just want "Customer Information" and "Bill To Information" forms to be deleted. Also, I want the "New? Please Provide Your Billing Information" and the "Send Registration" sections to be deleted too. I've attached a document with text that I want added below the "Checkout" section. Below the text, I want a button added that the user can click on that will link to this page:

We are looking for somebody at an affordable price, since we are doing this on a budget.
However all the changes should be simple for those who are familiar with Joomla and know what they are doing.
