HELP WITH VOIP SCRIPT/ FINDING PROVIDER THAT ALLOWS SCRIPT

I need a script that will allow me to dial anywhere from 50,100,500, to 1000 calls at one time(concurrent/simultaneous), whether that is to multiple numbers at a time, or even if our company wants to dial 100 call/times to one(1) specific/particular number concurrently/simultaneously. The script i know can be done, it is finding a provider which allows this type of traffic and charge pay per second...I need someone who is skilled with different providers, who would allow this type of Dialer traffic. Any knowledge in this would be greatly appreciated, as I know they do exist. This script is being used for a new business model for our security company. Also anyone who has knowledge with building a SMS message program is also an asset. Thank you and I hope someone can help our company to succeed.:)
