May I suggest an alternative framework that is Python/Flask or Python/Tornado. Both of them are very lightweight and go a long way. Tornado in particular is very suitable for creating chat system due to its asynchronous model, but Flask which is very lightweight is not bad either. I'm open to do this in Django too. However I would recommend the above two better. Also $750 budget quoted is for web app/desktop browsers. For mobile and tab we'll extend the budget based on weekly targets of $250. Having said that I'll develop the app responsive from beginning, for mobile we would be only making small changes after desktop app is completely tested.
