Need someone experienced with batch scripts to assist in creating custom script

We have an existing script that continuously monitors a remote server using WinSCP, and grabs files remotely and pulls them to a local drive. We need to expand this script to do the following: Launch TransactionPro (Quickbooks Import Tool), run an import (available via CLI), then move the file to a different folder. To create this script, I will need the developer to recreate our environment, downloading a trial of both TransactionPro Importer, and Quickbooks Enterprise, and install them in your own environment. Install WinSCP, and begin testing in an environment that's similar to our own. Add on to our existing script that handles pulling down the remote files every 2 minutes from WinSCP, and expand it to running TransactionPro to import the data into quickbooks. Once the import is successful, you'll move the file to a different directory. We have some example code, shouldn't be too hard. Need a 48 hour turnaround. Please quote on total cost of project or hourly.
