Restaurant Recommender System

I need a simple web app on python. The recommender system has to be a collaborative filtering system. How I see is that this is a very simple web app(could be done with Django) that recommends users a restaurant based on their favourite restaurant. it has to be a collaborative filtering systems. When a person logs in(if its an existing user) they type what kind of food they want to eat, etc and get a recommendation of a restaurant. then they can mark it as "visited" so that it doesn't show in the next search. If it is a new user then they are given the option to evaluate some restaurants and based on that also get their recommendation. The dataset could be downloaded from kaggle or any other website, and ideally if it was stored in a database rather than just reading it from a file
