Although I cannot make moulds for manufacturing and I am not from Canada, I would still like to provide my proposal. I am a Product Designer by profession. Basically I sketch for a living. You haven't mentioned much on you project description. I have used solid works / Autodesk fusion 360 / AutoCad before, but I'm currently working with AutoDesk Inventor because of it's new improved electromechanical design, 3D print manufacture and mold design functions. I find Inventor, like most engineers a better CADCAM delivery tool. Good stuff don't come cheap, but I've made a reasonable bid based on your budget.
