This is an extremely easy task. I do it on a regular basis. You don't really need a script for it, but if you would like a script for it then I am happy to give you one of the scripts I have written for this in the past. If you would like it in a web form where you can upload the file or copy and paste it to insert it into the database then I am happy to do that for you as well. This isn't something I would usually do for so cheap, but I'm new to freelancer and would be happy to do it in exchange for a great review.

Will Java Technology for it to develop this project. As per my understanding, application should be able to read excel sheet and write them to database table. Here are few queries? Do you need a UI for it or Just need a Java program.? If you need a program, it can be delivered with in days. If you need it with UI, It will take some more extra time (approx 7 days with Simple UI). Will be using new Advanced technologies for devleloping

From what I understand, you need a system where in there is an Access backend, and the front end is in excel. I have designed such a system for membership - attendance - spend model. Since the basics are same, I should be able to deliver in a day or two, depending on how complex your requirement is.
