Build a DMS (Document Managment System) a web system to digitalize and store pdf files

First it is ok to work in local host, it has to have a solid database cuz it will storage a lot of data, only pdf files, login and password to log into the system and permissions not all of the users can see all of the categories. It will be a main user who can see all the categories that will be in the left part of the interface, a second user who can access half of them and a thirth who can access only one category, and an administrator who can change those permissions and add new users and roles if the system requires, each category as I told you will store pdf files and the user can only search for any type of document within that category, access (read only) and send to print
