Affiliate payment rotation system...

I have a website where each of my members can refer other members and I reward them with points they can use in my website. I want to also offer these members commissions when the members they refer upgrade their accounts, but I want the commissions to work on a rotating basis. Right now I use 2CO to process payments, my members already have their paypal account info in my system and I want to pay them by their paypal. It should work like this... When a member refers their 1st upgraded member, the payment goes to me via 2CO, when that same member refers their 2nd upgraded member, the payment goes to them via their paypal. It continues in that way, with the 3rd payment going to my 2CO, the 4th to their paypal, and on and on. One last and important point, only members who are themselves upgraded earn commissions, if a free member makes referrals, all their upgraded referrals go to me. I already had this working previously, but it was 100% paypal, now I want to be paid by 2CO and my members by paypal. This is a simple job, the right programmer can complete this in a few hours easily, bid accordingly.
