Client-side web page retrieval

Years ago I commissioned a set of perl scripts that allow a user to go to my web site, type in his/her email address and the numbers of one or more published patents and patent applications, whereupon the scripts go to one of three public patent databases, downloads PDF or TIF images of the patent documents one page at a time (an intentional limitation of the public databases) stitches them together into a single PDF file per patent document, and emails the PDFs to the user's email address. As the scripts are hard-coded to accommodate each public database, I have had to change the scripts each time the public databases changed their interfaces. Very simply, I would like to totally redo everything as a Windows-based .exe. that the user will download and install. The interface will allow the user to enter one or more patent document numbers. The application will reference an external configuration file (e.g., config.000) which will include all of the hard-coded information. When the application is executed, it will check my web site (also in the config file) to see if an updated config file exists (e.g., config.001), in which case it will retrieve the updated config file and use it instead. Although the .exe is run on the user’s PC, and the patent document images are downloaded and stitched together on the user’s PC, if possible I would like the documents to end up in the users’s email. If this is not possible, we can put them into a subdirectory of a default directory which automatically opens when the retrieval and stitching is done. See attached Word file for additional details. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). 4) All source code and all copyrights therefor. ## Platform Windows 2000/XP
