Website rebuild/clone of website needed

I have had a site built here on [login to view URL] but it's just not what I am looking for. I am looking for the site to be rebuilt with a new look and flow. It MUST BE EASY TO USE! The first site was written on drupal and it was very difficult to use and seems not user friendly. I do not like the feel of it, it's awkward and difficult to understand. I'd like a site to be built that works as I intend. The site will simmply allow users to rate others in the modelling industry honestly and anonomously. If you'd like to take the programming from the original site and covert it....that's fine. The site just has to have clean code and be very easy to use and navigate. My website visitors need things to be easy! I am looking to have a site built the works JUST LIKE ratemyprofessor.com. A copy of the site basically, but This would be a site where visitors could rate their experiences with photographers, makeup artists and models. I would want to site to be <B>visually attractive, user friendly and modern.</b> I have a Header/banner that I have designed and a background. THIS SITE MUST BE <b>EASY</b> FOR USERS TO USE, LIKE MYSPACE OR [login to view URL] The only difference between [login to view URL] and my site is that there will be no picture upload option. This site will serve as a service site not a network or marketing site. In addition, someone who has been rated can request that they not be rated, and then we will be able to post on their listing that "this user has chosen not to rated" Anyone should be able to add someones name to be rated. Every comment and score will have the isp address listed so I can see whos using the site. Links needed to: Join page, Photographers, Models, Makeup Artists,Forum/Bulletin Boards, FAQ, Terms Of Service. I will also need fields in which users can log on and search for those who have rated. Join Page Users will have to put in their name, address, email address and from a pulldown menu they will choose whether they are a:Photographer, Makeup artist or Model. There will have to be a click box stating that they must agree to the terms of service. a paid user will have (access to forums, comments and individual scores just like [login to view URL]) Paid users can do a monthly agreement of $2.49 with the first 15 days free. I am using Paypal for the payment option for these subscriptions. I'd like users to be assigned a unique user number and a password they chose to log in. *Join [login to view URL] where you can score your peers and see where you stand. Paid users have access to other users scores, the individual comments made about them and the [login to view URL] Bulletin Board.* Logged in Main page This will have the same links as the other main page, but will also have an account info link, report cards and something that tells the user that they are logged in Bulletin Boards I need General Discussion Threads Suggestions and Questions Photographers MakeUp Artists/Stylists Models Will be the pages that link from the front main page. This page will have drop down menus. The drop down will list the state for each catagory, and then all the users that have been listed for that state will appear in alphabetical order. When the name of a person is clicked, then depending on the type of membership, the Individual scores and comments will appear. Their will be a star button on that page that says "Score this person". If that is clicked the user will be able to rate them and add a comment in a comment field. The score and comment will be link to each other. Above the comment field it must state "Please be honest! Comments should reflect ones professional ability. No profanity or lewd language!" I will need Admin pages of course. This must have an easy interface! I'll need pages in which I can review comments made and edit if need be, manage accounts and maybe view stats. I would need the site to have a monthly/yearly subscription via paypal that would allow paid users to see every comment made, whereas unpaid users would only be able to see the overall score of a photographer or model. Also in the programming I would need an easy location where I could see all of the new comments made by users so that I can moderate and control input for legal reasons.
