PSD/HTML Template converting to Wordpress

I have PSD/HTML as a template for a website. I require a Wordpress website creating from this Template. You will install the Website onto my shared hosting account (cpanel). The website will have a "newsletter signup" so will require a plugin (they will enter email address and receive an email saying they have signed up, and there will be an unsubscribe button in the newsletter emails). A Contact form will be required on the site. My hosting does not allow php mail so you will need to use SMTP to send emails. The emails stored for newsletter must be secure (although there won't be a lot, maybe 50 to 100) The website cannot send more than 150 emails per hour (if in the future they get this many)... there seems to be some script/plugin for this. The staff of the company should easily be able to send PDF attached newsletters. The template conversion should be exact. All text should be easily changeable in the "backend". The website contains wp-slider or alternative to swap pictures on the home page.. (and so we can upload more or replace) All text for the website is on the current old website. There is a news feed column on the home page and a testimonials column. The price will be the final price... please expect changes if we are unhappy, i'm a bossy person :) I can send the html first.. please read before randomly bidding.
