I need a bid for my website to be built

Please review my project below carefully. I want serious professionalism with this work. Below is a description ...not the job in its entire detail. If you can not do large projects DO NOT apply. It is URGENT that the freelancer is extremely proficient in the English language and not only speaks it clearly, but understands thoroughly. The "medium budget" price as stated by freelancer of $1500-$3000 is NOT what I am stating I will pay. I will need a bid on the project once I have the forms signed and we can determine the project budget based on the bids I receive. Thank you for your time and attention. Must Have: • Superb proper English language skills, reading, writing, speaking, and comprehension. • Expert level web building skills, html, php, java, cron jobs, search engine software development, and DWOLLA payment portal • Need to have an excellent understanding of how everything in freelancer.com works and how the web developer created it. Including search engine that searches by keywords and relative job requirement matches, payment plans, freelancer profile pages, cookies, etc. • Have a thorough understanding how Craigslist looks, works and is built. Including every city, country, languages supported, cookies, etc. This site being built would also need the exact cities, languages and countries as Craigslist. • The website must auto produce profile pages for each member who joins my site. • Ability to set up a payment portal through the website being built using DWOLLA to having automatic recurring payments for different priced membership plans, and set up a system like Freelancer.com that pays a percentage of every job accepted to my website payment portal, and also payment to the party doing the job. • MUST be able to communicate effectively with me and understand EXACTLY what I want done with EVERY aspect of this project. • I need a BID to see how much it would cost and how long it would take to complete this project. • More details will be explained in full once I approve you for the work needed, and a non compete agreement along with a non disclosure forms are signed.
