Website backend structure

i own a online lead generation business where we drive online traffic to our site that are looking for quotes on a number of products and services. When an inquiry comes through looking for a quote we then sell that query/lead to our registered suppliers to quote the customers. At the moment we have build a simple look-up system in excel that when you type in the postcode/zip code of the query/lead it then looks up all registered suppliers that can service those areas. Once we have separated all registered suppliers that can service that post code we then pull the query/lead from email and then email the lead the closest 3 suppliers. Algorithms needed in system; The back end system needs to be able to add or minus postcodes from specific suppliers and have postcodes grouped by region for selection (i will give to you grouped postcodes) Suppliers ask for a monthly maximum amount of leads per month/day so the system needs to take into account how the total pool of leads are divided per month. The system needs to be able to import leads from that has been filled on our website and then be sent to the closest 3 registered suppliers via email. The system needs to be able to run a monthly report sorted by supplier to show how many leads where provided and the name and dates of leads with the lead charge price. Thanks
