Sftp exe program

I would an sftp exe That can be run using the remote host ipaddress and username password in a switch When the sftp is open onlY two locations for transfering files are available which are read from a text file in the same folder as the sftp exe location The sftp will be run on windows and the local folder will be the current user home folder and the remote folder on a debian box with a folder i will specify The windows user must not be able to browse folders only have the ones from the text file I am basically looking for a user to be able to transfer files from their home folder on a windows pc to a specified debian box folder or vice versa but they do not know ipaddress or user credentials of the debian so i can run a php script running the exe with the ipaddress and user and password in the switch
