RESTful Web API with PHP

RESTful Web API with PHP 
Functional requirement. - Get URL http://address/[param1]/[param2]/[param3]/[param4] (http:[login to view URL])
 - Get URL http://address/[param1] (http:[login to view URL]) - Get URL for test http://address/[param1] (http:[login to view URL]) (param1 will be randomly generated, consist of 8 digit) - Process Get Request by query MYSQL database using param1 (SELECT phone_work from contacts where phone_work='param1'). 
 - Sending Response in json format. { "Input": "8321", "Matched": false } - If param1 matched database record, set Matched to true else will be false. - Logging, If param1 matched, insert param1,param2,param3,param4 into log table. 

Non functional requirement. - Database connection pooling to reduce no. of concurrent connection. 
 - Performance is crucial.
 - Able to handle up to 1000 concurrent connection. 
- Database consist more than 50k of record. - Response time should be less than 5sec.
