Debug PHP/MYSQL/IIS website to determine why it's crashing and implement or recommend solution

As the usage of my website has increased I've been getting more and more apparently random server crashes occurring. Server log errors include Faulting application name: [login to view URL], version: 5.5.11.0, time stamp: 0x53447407 Faulting module name: unknown, version: 0.0.0.0, time stamp: 0x0000000 and more recently, also A fatal alert was generated and sent to the remote endpoint. This may result in termination of the connection. The TLS protocol defined fatal error code is 20. The Windows SChannel error state is 960. I don't know if my max_connections in mysql is set too high, or if I'm using the wrong MySQL configuration file for my server or if my PHP installation is corrupt or if my security certificate is not configured correctly or if there is something else going on. I need to get this resolved.
