Build a Pay Per View website

I would like you to build a website to host videos and charge on a Pay Per View basis. Members would be able to upload their videos for free and earn a percentage of the amount that is paid by people who view the videos. I am looking for a complete solution, from designing the site to hosting the videos, to setting up the monetization with a credit card processing company and finally ongoing maintenance. The website will have to be able to upload different quality and formats of video (like Youtube does) and play at different bandwidths to accommodate user's limited internet speeds (like netflix) and the stream will have to be protected from downloads.
