Alter Photoshop image with new dimensions 1150x200

Attached is a Photoshop file. I need someone to alter it to be 1150x200 pixels. I DON'T want you to just re-save the image as the correct dimensions. I want you to Edit each layer so it's the correct size and looks good in the new dimensions. This is my 3rd time posting this! The first 2 designers just made the image look stretched. You need to create a new canvas and then drag each item to the new canvas and re-align them back in order. The new Photoshop file CANNOT look stretched! It needs to look like the original, just in the new dimensions. Attached is the Photoshop file.
