You are right saying phone gap. But there are more sophisticated ways of deploying such app in java using codenameone. However this come with lot of features beta than phonegap- faster than apps deploy with phone gap, cross platform and it is also a native app, run very well on low memory device that can always have issue with javascript and html5 I can develop such app for you using this platform and I bet you wont regret it.
