T-SQL Common Table Expression (CTE) to get Last Value on Max Date, Use a Particion Over -- 2

T-SQL to get the Max Earnings value for each ID_NUM. My attempt is to use the last date SAL_RWV_DTE. I don't want to use the APP_ID identity column. It might need a window over particion on [ORG_POS] [varchar] to determine the last row number for that column . The test script and data are attached.
