Convert SeaMonkey webpages to Rapidweaver responsive webpages

I work on a mac, used to using simple wysiwyg website that I can update myself as I change pictures on there weekly or even more often along with text. Need to know from someone who uses rapidweaver, if it can convert my seamonkey site to a more mobile responsive one that a wysiwyg simple user can use daily. Don't hit me with all the different languages you can do or html stuff. I don't understand your jargon. Just tell me if you can do this and the best price. I have had this site for over 17 years, I have good visibility in Google and want to keep it, just need the site to be responsive for use on phones as well as computers and ipads, and keep all meta tags, page names etc exactly as they are unless you are a SEO whiz and can even help here. You will probably have to teach me how to put my pictures on there and how to change words here and there as I need to. I want to be able to edit the changes on the site on my computer and then upload them to the internet easily. You do not have to redesign the site as far as pictures go, or what I want to say. It is already there and I have the files I can send you with the graphics etc. Don't need banners etc.
