Add Hyperlinks to Icons onto 8 Webpages and an Image on Each Page as well

I need to do something very simple on 8 HTML Webpages containing CSS. There are 7 icons on each of them. I want to insert a hyperlink as soon as anywhere on the icons area is clicked. Apart from that, I want to embed an image and few words below the image nearer the top of every Html Webpage. There is CSS, so hope you can understand and handle that. That's all. Quick and Easy task if you are familiar with this sort of thing. Also, I want to watch the steps undertaken, so the developer can log into my local Windows machine via Teamviewer access and make the changes remotely on my machine. Milestone will only be released at completion and delivery of the project to me. No further requests to increment milestone will be accepted after project is started. Because scope is quite simple and already conveyed above.
