Project for Gayatri (GWS) Rebuild my website from scratch as agreed

This is the 50% of our project as we agreed to be done in two parts ($500+$500) with a delivery time by 1st July. Once you complete the 50% of the job I will post another project for the rest (50%) "My budget is limited in $1000. All the offers above this price will be rejected! I will choose the most competitive price from a professional with the best reviews and well-designed previous projects. My estimation for this project is $700-$800. I have a website in drupal 7 which is about academic papers with customers and writers (an auction website with orders and bids). The website is not functional, it has many technical issues and I’m looking for someone to rebuild it from scratch in any code. I suggest PHP for this website where you can use any CMS you prefer based on php. It’s the easiest, fastest, and at the same time most inexpensive code-language for me. I’m looking for a professional with the right skills and knowledge to deliver the project on time according all requirements. You can add ready templates and themes for a more user-friendly environment, BUT the main page needs to appear and work exactly as it is in the existed website. I have attached two documents; the first is a guide on how the website works (step-by-step), the other one is a list with all the mistakes in the existed website that need to work properly this time and few extra features that need to be added.
