Five HTML webpages design

I have five webpages which need to be made. One is now a Microsoft Word file (8 pages). The other four are online now, but I want them to be redesigned. See -- [login to view URL] Ideally, these webpages will be "responsive" and easily read on PCs, tablets, cellphones, notebooks, etc. It may be desirable to have some sort of Banner at the top. Please don't ask me about the "content" of these files, such as what general category they are in, or what "niche." If you cannot read and understand the content of these files, then you are not suitable for this project. I am looking for an attractive web designs that will catch the attention of the public. For a person with experience in PHP and HTML, I assume he/she should be able to complete such a project fairly quickly, so I am estimating a price of approx. US $85 I don't need "menu items." I don't need a logo. I don't need an index. These pages are essentially separate items. So, the design concept for each page should be different. Ideally, the color scheme and design SHOULD RELATE TO the content of the page. Actually, I don't know about color schemes. ...... you decide what is appropriate, or you can give your ideas to me for approval first. (SPECIFIC COMMENTS FOR Microsoft Word FILE -- I have written and compiled the content of this eight page file. Additionally, there are some excerpts from other related sources. There are many items, some are in different typefaces/typefonts. Some are indented. Some need a different color background to set them off, etc. Some words are in italics, and some are in bold. There is no index. There is no menu. You need to pay attention to all of these details.) We are a small human rights organization in Taiwan. Budget is limited.
