Touch up 2 photos (remove pen mark and blur edges of 1)

I have 2 photos that need touching up. 1 is a green pen mark on a face. I tried to 'remove blemish' on a photo app, but I still saw a little green fade now matter now much I did. You'll probably have to use photoshop to match the color. There are also some specs that could be removed, but that's not a big deal. I'm mostly concerned with the green mark. The other picture is an oval shaped cut-out that I want blended in so it looks good in a rectangle, or regular picture. Maybe fade the edges so it looks like a normal picture and not just a cutout. 2 Tiff files are attached, I'd like the photoshop source(or whatever you use) and the jpg or bitmap or whatever format you want to output it in.
