Logo refinement & conversion to vector based

I have a client who needs their logo to be professionally refined. It was originally made by a non graphic designer and as you will see looking at the attached file there are a number of problems with the design including that there is no original Vector based files available for it, we don't know what the font is, the reflection effect is not quite right and the colours don't work in CMYK. Also the paint splat, although is a good concept needs refinement. The general theme of the logo is to remain similar (to make the transition to the new logo not too obvious to their clients) however we would like some improvements to the overall look, maybe something to make the paint effect look more professional, texture or something to give it a little more depth. A green colour pallet is requested also. -Items we would like supplied include a vector based image of the final logo i.e. illustrator and .eps -Basic style notes would be helpful to, mainly colour and gradient details in RGB CMYK and Pantone. -Also we would like a logo variation that will will work on a white background and grey-scale option. -Provision for a future slogan/tag line including a font and positioning / colour concept would be appreciated also. This is a favor for the client and is very low budget however we will be holding onto the details of good designers for upcoming future projects.
