48805 border design for ms word temp

I need a border designed for a 6 1/4 inch by 3.5 inch certificate. The certificate templage is currently in an old publishing software that does not accomodate mail merge. I want to redesign the certificate in ms word so I can do mail merge. Certificate is as "certificate of death" for deceased pets. The border does not need to be flashy. It should be simple, clean and elegant. If you have any ideas on how to use the border in ms word that would be cool too. Not sure if I should just use a 3.5 by 6 1/4 inch image as a bacground for the text or if there's a better way.
