To Design a Team routine Time Table for the staff working schedule

We have 2 shifts available in the work force and need business operation support daily inclusive of weekend. Thus, we need to design an excel time table set with the formula that allow an automation to assign working schedule base on the team strength. By enter the particular month team strength (number of pax), the month and the year, it will be fairly, distribute the time table to A-Z staffs that automatically calculate base on the above entering ( or any criteria that you can think of to make it best result you may propose). Some condition as below need to be fulfilled 1. the respective worker are fairly being distributed to report to work i.e. fairly allocate him/her in morning shift and night shift and weekend
