present proposal

I am required to present a proposal of 'introducing e-learning to a higher college of education'. if i am given this contract, i will not be able to execute it alone, i will need the person who is able to write the proposal also in the implementation stage. in effect, the person who would write the proposal must also be capable of implementation. However, for the first stage, i will be needing only the proposal, and the writer of the proposal is free to decline the implementation offer.
