Handwriting replicator application

Who I am looking for: A developer who can speak fluent English and is able to communicate their ideas concisely and clearly. While also being able to understand and resolve any of my concerns/issues. The right developer is one who consistently communicates through-out the project and is willing to make contact to clarify anything that is not 100% clear. What is required A .NET application that allows users to upload handwriting image(s). The sample(s) will be used to create an svg representation of their handwriting whenever they enter text into a text field within the application. The interactions will be served to the user through a .NET CORE 2.2 MVC application with EF CORE doing any DB interactions. If anything other frameworks are required, these must fall within the .NET stack The UI can be achieved using default bootstrap controls (it doesn't have to look pretty, as long as it is useable) Requirements: The user should be able to upload a handwriting sample(s) in jpg format The should not need to download a template The user can be given and expected to follow a convention The sample(s) should be used to create a custom font The font can be downloaded by the user Every uploaded sample will create a new font The font does not have to be saved The sample(s) should be used generate and SVG file containing a representation of the users handwriting (this will be 3 sample sentences*) The user should be shown this sample The user should be able to add additional samples for further accuracy The user should be able to remove a sample The user should be able to type in to a text field and save a new SVG file (this is not shown to the user). This file will contain their typed text as if it was handwritten. *sample sentences - The quick brown fox jumps over the lazy dog - The five boxing wizards jump quickly - Five quacking zephyrs jolt my wax bed Negotiables: (the following must be discussed and agreed prior to starting the work) Request minimal data to be uploaded by the user - what is the smallest data set that can be requested and still achieve accuracy The convention should be as loose as possible - but tight enough to minimise mistakes from the software The output in the SVG file should be indistinguishable from users handwriting to a casual reader. A number of test subjects will be providing samples and the output will be verified by independent sources. Testing: Before accepting the work as complete. A test site must be hosted fpr me to complete functional testing. Upon agreement of functionality a code review will be conducted as part of the handover (I will be maintaining this going forward so will need a full understanding). Notes I am looking to achieve a balance between getting absolute accuracy and the amount of data that needs to be input and how strict that input is. I am open to finding a middle ground, but please be clear on how you plan to achieve it.
