GIS ArcMap area description

The project is meant to give an ArcMap description of an specific urban area and the area's level of accessibility the for handicapped. I will provide an excel sheet with coordinates and 5 marks for each coordinate. Each mark will indicate a different aspect of handicap accessibility at that coordinate. Marks will be between 1 which will be "great handicap accessibility" to 5 which will indicate "very poor handicap accessibility". A mark of 6 will be a special mark that will indicate "not handicap accessible at all". As mentioned earlier, each coordinate point will have 5 such marks. Each mark will indicate handicap accessibility in a different category. In addition, I will provide a second excel sheet, which will indicate the importance of each one of these 5 categories, in relation to each other. You will process this data in ArcMap. From the data you will interpolate a single handicap accessibility mark for each street section (a street section is a street between 2 intersections, so there is no way to turn in the middle of a street section, only at the beginning or the end of one). Another important thing that you will calculate is the average incline of each street section, based on data I will provide. So far, all the work will be done in a vectorial module. At this point, I would like the following functionality available: I will input two points (2 coordinates) and I will get 2 maps, one with the shortest path (from point a to point b), and another one with the most handicap accessibility path between these 2 points (such path cannot go through street section with mark 6, which is not handicap accessible at all). The shortest path will be calculated on the vectorial module while the most handicap accessibility path will be calculated on a raster module using a cost function (so you should be familiar with vectorial to raster transformation). I would also like to have the ability to change the data (the excel sheets). While it will be nice to have feature to be able to change this data myself, I am willing to provide the new data to you, and having you change the data for me, if this will make the job cheaper. I will probably want to try 3-5 different data sources at most. In addition to the excel sheet, I will also provide you with all the files with layers that include the full street and topography data. An important detail is that the area in question (the area that will be processed as part of this project) is a very small area with relatively few street sections (about 100 street sections). This should be a quick and relatively easy project for an experienced freelancer. Please notice that price is an important issue for this project. Bid accordingly.
