C# Read Oracle Cursors

I have an oracle function that is doing insert inside of it and also returning a cursor. I can run it via PL/SQL as declare l_message varchar2(30); begin l_message := test_func('xx1234'); end; / I need to have it run in C# ( CSHTML web page ) using the code I have attached here from my local machine so you will remote desktop on my machine. I am using Visual Web Developer Express 2012. Please note that we can only modify the C# and not the Oracle function. We also need to use System.Data.OracleClient. Codes are here : [login to view URL]
