As an Anesthesia research department at the universitary hospital of Brussels (Universitair Ziekenhuis Brussel) we are looking for a developer to help us create a prototype for Transcutaneous Electrical Impulse delivery. In line with our research on neuromuscular monitoring, we would like to develop an device which could be connected to an android cellphone, which would command the electrical impulse delivery. The connection of the impulse delivery device with the cellphone could be either via micro USB or even the 3.5mm jack, according to your preferences.
We thought of arduino as a starting base considering its versatility, but we are open to other feasable alternatives in case you are more experienced in them.

if like that I need to know the electrical impulse voltage range ,that is important at the circuit design
usb port is better more than the jck for this usage
also how you want to control it by app or some thing else

I work with Arduino since 2010 and have more than 20 years of experience in programming and electronics. Also, I have a huge experience in remote debug of Arduino-based electronic devices
I would like to discuss a specification of your signals to propose the most suitable solution for your device.
Instead of using USB or 3.5mm cable, I propose using WiFi instead. A simple android app will be created where you can specify the IP address of the TENS device. User just enters # of pulse and pulse width on the app and tap OK => the app will control the device to generate the pulse.
Device will be ESP8266 with Arduino frameworks and operate on 4 pcs of AA NiMh battery.
This design will not only give more convenience (no wire) but also safety as the voltage is just below 5VDC.
My bid includes:
1. Develop a simple Android app
2. Develop firmware for ESP8266 to generate the pulse
About the pulse generator, I think we need to discuss to figure out the amplitude for the TENS - You are probably have more experience on this and I need your comment.

The cost in this bid does not cover the cost to make the prototype board and shipment => I need more information about the pulse before making the quote for this. The cost to make a PCB (without case) from a schematic design and ship to Europe cost about $200-$300.

Hi, I'm an Italian computer engineer with 7 years of experience in java and embedded projects.
If I understood well you need an embedded device to control some TENS from an android app via Bluetooth.
This is possible and my suggestion is to use one raspberry pi 3 instead of arduino. This choice is because raspberry pi 3 has a bluetooth adapter plus an operating system on board.
Anyway I need more details about the TENS you are going to use in order to know how to connect them with raspberry.
I imagine you would to send some impulses from a pattern to the patient.

This could be developed with an arduino
but i would recommend one of the following options:
1) use a Raspberry Pi Zero W
for a better user interface options + wireless connections
2) use a micro controller such as Micochip pic18 for easier transition from prototype to production.
(connection can be with 3.5 / other with added h/w)

I can offer a much more well-established architecture which involves a Android APP running on the phone and connected via Bluetooth to a small electronic board. Overall it coud trigger a single impulse if a button is tapped in the APP interface, or it coud be configured to trigger a burst of impulses either randomply or in a predefined sequence. The configurability potential is huge.
I have been working in software/firmware architecture design + development for real-time systems for over two years.
