Client-Server for 3D Online Chat/Game/Simulation

I would need someone who is able to program a client server environment in c/c++ for a 3d game/simulation/chat application. The client should be independent from any 3d api that it can be integrated in any of these. While development, you should make a dummy 3d client to visualize and test the client server environment and to show your progress. The server needs to have the possibility to server 800-1000 clients. It could be that sometimes about 100 clients could be next to each other, so this has to be calculated on developing the system. The client-server environment needs to have chat integration. The system needs Dead Reckoning or any other good way for the client movement. The server needs to run on linux (suse) and windows xp the client needs to run under windows xp and vista. The server should manage the clients with their 3d position and only send updates to clients that are in an area around. The chat should be usable in two ways, local (only clients who are around will hear) and whisper (direct to a special client). A way to send commands is needed, like for emotes a player starts, and that these are shown on all clients around. In the final 3d client the user will move with a human looking 3d avatar, so the standard movement will be needed, like walk, run, turning left/right, strafe left/right.
