Create a Headless app for BB10 that sends a byte[] using TCP

I need to create an app that will run as a "Headless" app in BB10. The app will have a very simple purpose, sending a byte[] using sockets with the TCP protocol. I will need an encoder made that can return byte[] encoded from a string in a function like byte[] data = Encoder(byte messageid,long date,long latitude,long longitude,byte speed, course and IMEI) example data: >4,20131205110227,4.654347,-74.059206,0,0;013051005386477< Then I need you to create a looping event that sends byte[] data to IP address: port every 1 minute, like a reporting event. If the connection gets lost, the client tries to reconnect every 1 minute until it can start reporting again. Please provide me with good examples of previous work, I need someone that has experience building headless apps and doing basic TCP networking.
