psd to wordpress new - repost

Our client requires a 1 page psd to wordpress conversion, it will need the following included:
1. 2 x Menus
2. Header / Slider incorporated (see url for example)
3. Left Sidebar (widgetised)
4. Main content section this should be able to be used as a blog/ page content
5. Footer
All sections must be fully and easily customizable from wp backend including the slider.
The site is going to work very much like this site [url removed, login to view] (the PSD looks very similar, different colours and slightly different layout but the header is the same with the logo/header on the left and the slider on the right)
The site needs to be
• 100& Tableless Markup CSS
• HTML5 / CSS 3.0 W3C
• SEO Friendly wordpress theme
• Flexible Width
• Compatible across all browsers including IE 9,8 and 7
