Remake layout, clean up html, write CSS for existing site

All the coding is to be rewritten in xhtml, preferably strict standard.
CSS tasks:
The CSS needs to be separated from content in a separate style sheet.
A complete style sheet for text, you will be given basic specifications, like font family, color, size etc. From that you make styles for Headings, bulleted lists, links etc.
New CSS layout. I am open for suggestions on layout. The centered one column layout as it is now is no good. Maybe one for articles, and one for the courses section. Find a place for the logo. Suggest placement for pictures and text. The layout has to be consistent and very tidy.
There will be some small changes to some of the styles. Simple stuff like Headings in H tags and body text in P tags etc.
A new simple main menu in css, text with rollover states.

The site is going to be optimized for search engines, so if you know about on site optimization thats an advantage but not necessary.
All in all we want a very clean and tidy code (optimized for search engines) And a consistent layout throughout the site.
Also I want to see some references of earlier work with your bid.
