CSS Styling for new webpage

Complex CSS styles and some mild Javascript onmouseover functions. I need a developer whom is very strong and fast at CSS. I have many modules in this project. Please do not bid unless you have deep knowledge and eye for detail with CSS. Please see a mock wireframe and styling guide in the image. The first milestone is to build this as a transparent iframe. The second milestone will involve researching and placing icons. The third milstone will be extracting some widgets\components from other sites. The fourth milestone will be the javascript mouseover functions. To be awarded this project you must be a developer, not a manager of other developers. If I see that you are using someone else you will not get paid. In order to help me gain confidence in this new relationship, to be awarded, please upload a webpage with a landscape full screen background and one button that launches a transparent iframe. This small amount of work will help me see that you are serious.
