Build me a website with charts that interact with user input

Hi,
I want someone to build a website for me that people can use to quickly check what reduction of energy usage and yearly cost and corresponding return of investment they would get by buying a energy saving device. I will convert the users to leads and send to closest installer company.
User input
electricity usage per year in kWh

-- Two Bar charts will pop up live and show current usage and cost
I want the graphic to look smooth and nice like a keynote presentation
User will choose between presets of different products for reducing energy electricity usage.
I as admin shall be able to add a product name into a database with a corresponding efficiency number and a corresponding price.
When clicking a product, a second Bar within the chart shall appear with future yearly usage and future yearly cost. The data will be the current value divided by the efficiency number from the database.
A text shall show the price of the product
A number shall show the return of investment in %.
I will want to convert the visitor to a lead so there needs to be a button "Buy Now" that links to a form that retrieves Name, last name, address, zip code, email, phone number etc. And this info needs to be stored in a database from which I want to be able to automatically send leads to specific emails linked to the Zip code.
Above is the first sprint.
If this goes well and works, I would like to add other functions but we can talk about that if we get that far.
