Implement PSD template + Web-optimize in Drupal

I seek a person skilled in Drupal to: 1- Skin two PSD images (front page and second layer) into my Drupal page for a FLASH GAME site. 2- Put the initial content (we provide) in the frames and tag the buttons. 3- IN A WAY THAT IS BROWSER FRIENDLY. (including the metatagging) 4- IN A WAY THAT I CAN THEN continue updating the embedded media. I have all the material and links for embedding, but want to see it done once and right the first time- especially for browser optimization. This job may take one half-day to complete, but you can take up to 2 full days.
