Need a simple website template created

Need a very simple website template done in CSS that is compatible for use on and can be exported to Web Expression Studio 4 – doc type XHTML 1.0 transitional. This is a static site, with no flash and nothing fancy. Essentially, I just need someone to create one “master” page and I can handle the rest. Please type the word zebra in the pmb so I know you read this. I will provide you with some graphics to use and would be fine if you have some of your own to compliment the design. Must have use of a Photoshop type program to enhance a couple of my graphics if we use them but all in all graphics will be used sparingly. I will also provide you with some sample websites so that you can see the direction I want to go in. The only other point necessary to mention is that outside of the template, I would like you to set up a PHP RSS feed (not JavaScript) on a dedicated news page. This is not to share information about my site, I want the feed to display fresh news content from a particular organization. I will provide you with those details. If you are not able to do this, just let me know and I can post this separately on Freelancers. The template must be checked for browser compatibility before handing it over and must not contain any errors. Also, the project must be done in the time you have specified; no exceptions. I need this job done ASAP. Communication is also a must and I will be expecting daily updates so if you don’t work that way, please do not bid. I will be available to work with you and answer questions regularly as well offer any help/guidance I can so that good progress is made. Please be sure to include work samples in your bid.
