put new design to existing drupal site

i have an existing site which i have a new design done in psd and most elements created.

i need it put onto a development site / clone of the current site, to make sure it is correct prior to putting live. there are some parts which will need to be added to the current design.

also to put the new headers and footers for the main site above, onto or across the blog as well, and to add a new drupal mobile interface option to the main website.
