Bones don't follow others while I'm rigging the tail of a bird with blender 3d.

I didn't watch Piero training but it has to be 1 of 3 options: the bones are not parented to ones they need to follow, they don't have suitable constraint or they are already in IK constraint chain with another target to follow. We don't want your project. We just gonna tell you from our experience that you must be having a parent-child problem with your bones. If the first one is child and the second one is parent the child must follow the parent if it doesn't you have to double check it by going to the attributes and checking if you have cleared all the axis before making the bones. For example your world position should be 0 to start rigging.
