STL File Creation - 3D "Badge" Design

Looking to model two designs that we have drawn in 2D. One of the designs attached. Winner will be given the 2nd design as well (they are very similar).
End result will be 3.0 in (76.2 mm) from top point to bottom point while maintaining scale on the rest of the design.
Height from the workspace will be 0.375 in (9.525 mm) for the black areas. The white areas inside the badge will be 0.125 in (3.175 mm). The white hole at the top will be void space (no material). The white background will also be void space (no material).
There must be an editable text area in the top portion of the badge as each will be customized with a printed name (see example).
