Create an Animation of a little logo

We have a little logo to give animation with lighting effect (you choose how but not in Flash). As is possible to see in the image, the logo is very simple, there are two little tongue coming together in an embrace. The tongue at the bottom should give a feeling of tongue of fire (RED), the top of a tongue of sky (BLU), the middle part has to draw green sea water. Animation must rappesentare a circular motion like a dance until the final position must be as shown in the picture. After that we want to display the complete product logo tha we already have.
