Animal Mouth Animation

The end result that I'm looking for is something that looks like video of animals with mouths that move as they speak in human voices. I want to achieve this in the least expensive way that will look reasonably good. I will defer to you as to whether it's easier (and therefore cheaper) to animate the mouth and entire body of a photograph of an animal as the link below shows, or whether it's easier for me to provide you with stock footage of animals and you only have to animate the mouth. In either case, I would provide you with the photos or video. I need the animal's mouths to animate to say about 20 different short sentences. Sometimes it will be as short as "Yes" and other times the sentence may be 20 words long. Here's the summary of what I need: -I will provide you with 5 different photos or videos of animals -I need the mouths of these 5 different animals animated to look like they're speaking. -Each animal will say 20 different sentences -Average sentence length will be 5 words long.
